RE: The tariff classification of rolls of woven window shade plaiting material from China

Dear Ms. Evans:

In your letter dated June 18, 2009, you requested a tariff classification ruling on behalf of your client, Outlook Window Fashions.

The ruling was requested on window shade material. A representative sample was submitted for our examination. The material will be imported into the United States in rolls, 10 feet wide and 60 feet long.

Style "Rainforest Pecan" consists of a woven sheet of jute strips without any other additions. The jute strips are placed horizontally side-by-side and woven together with vertical polyester yarn. After importation, the materials will be cut to the customer’s specifications and assembled with the necessary hardware. The applicable subheading for the woven jute strip material will be 4601.94.4000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Plaits, and similar products of plaiting materials, whether or not assembled into strips; plaiting materials, plaits and similar products of plaiting materials, bound together in parallel strands or woven, in sheet form, whether or not being finished articles(for example, mats, matting, screens): Other (than mats, matting and screens of vegetable materials): Of other vegetable materials: Other (than plaits and similar products of plaiting materials, whether or not assembled into strips): Other (than of willow or wood). The rate of duty will be free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
